[TS-1874] Server Intercept is slower than it ought to be

Description

Even with a Content-Length header in the response from a server intercept (see TS-1381), the performance is sub-par. On my box, it's about 6x slower than serving the same content out of RAM cache. I'd expect the server intercept to be as fast, or faster.
