[TS-1873] RAM cache unable to use large memory ?

Description

This is anecdotal, and not verified. But supposedly, the RAM cache would not utilize very large amounts of RAM allocated. I'm filing a bug to not forget about this.

I'm pondering if this could be related to running out of mmap segments, but, that should manifest itself as a crash (out of memory). TS-1822.
