Major Description
The suggestion is that we merge the external plugins tree with our main git tree. My proposal is that we
1) Move all these unstable / non-functional / non-buildable plugins into plugins/experimental.
2) We generate the Makefile's for plugins/experimental, but do not build them by default.
3) We exclude plugins/experimental from the "asf-dist" targets / packaging.
Once a plugin is considered stable, it's now a simple "git mv" to promote the plugin to stable status. I'm marking this for v3.3.0, we should do this as soon as we're done with 3.2. If there are objections or ideas for a different approach, please comment here.
