Description

there are some bugs in the partial state saving code in PropertyHashMap.

1. keys in the partialStateHolderTracker should be put in the delta's map in
createDeltaPropertyMap, because they should be given a chance to save their
state

2. saveState just checks the deltas, but the deltas map may not have been
created but there are mutable attributes, so it should check if there's
anything in the mutableTracker or the partialStateHolderTrackers as well
