[TRINIDAD-2187] Trinidad XRTS plugin does not correctly generate defaultLocale files between cleans

Description

If the defaultLocale's change in the Trinidad XRTS plugin after the target directory has been regenerated, the new default locales will not be generated until the branch is cleaned. The plugin needs to check to make sure that all of the default locale targets are up to date.
