Description
Currently, most of Trinidad's JS libs go into the common js library. It makes sense to break out libraries dealing with client-side formatting since they are fairly large, and pulling them on demand is possible. It also makes sense to separate locale support from the rest of the common, so that other framework using Trinidad (namely ADF Faces) could avoid pulling in unnecessary functionality (PPR support, etc.)
