Description

With the latest elastic changes, now if instance is up, sqcheck works well, but if instance is down, sqcheck cannot display the correct configured TM/RMS count:

[trafodion@eason-1 scripts]$ sqcheck

The Trafodion environment is not up at all, or partially up and not operational. Check the logs.
