[TRAFODION-1840] Disable bundling QT toolkit into binary distribution

Description

Using QT Toolkit was already an optional part of the build environment, used for some SQL Compiler Query Debugger.

If present, however, the build tries to bundle two QT shared libraries in the binary distribution packaging. This should not be done, since the libraries do not use a license compatible with ASF distributions.
