<dblevins> tveronezi: we should split the "dangerous" parts of the tomee webapp into a subdir so we can change the permissions

<dblevins> tveronezi: that way we can allow non-secure access so people can at least see the tomee webapp even if they can't access specific functionality

<dblevins> so things like links to documentation and various other non-threatening things can be there

<dblevins> similar to the tomcat splash screen
