mawiesne noticed the absence of jakarta.json in TomEE 9.1.3 compared to 9.1.2

Actually, the fix from https://github.com/apache/tomee/commit/aba954a0f2fa949d9405a6d47c4d7f8d72190a7a wasn't ported to TomEE 10.x
