[TOMEE-1761] allow to take a thread dump if a resource takes more than X to be destroyed

Description

1. just give up after X time
   openejb.resources.destroy.timeout = 3 seconds
2. do the dump
   openejb.resources.destroy.stack-on-timeout = true

by default both are ignored.

Side note: this is not a by resource config but more a global protection. We can add such properties to each resources later if needed.
