There are already two features which use the Bootstrap popover component. Once for error on a form component (like tc:in) and secondary the "help" attribute. The configurability is not the best. For example it's not possible to have an info button with a titleless popover.
We should create a <tc:popover> which can be placed inside a <tc:button> or <tc:link>. The <tc:popover> may also be used to configure help/error buttons on form components.
