[TINKERPOP-358] Installing plugins and getting conf/?

Description

When you install Giraph-Gremlin plugin, you get the jars, but you don't get the conf/ directory which has example configurations. As such, the documentation is not sync'd with what people would expect when downloading the Console and going from there.

Is there something general for all plugins that want to install more than just jars?
