Major Description
This has been discussed a few times now over the years with no real reason to not allow for it ever posed that I can remember. Graph providers could save a fair bit of trouble in developing custom steps if they could extend the Mutating steps. Graph providers will need to take the burden of the potential for breaking changes that might occur as a result of these steps changing though.
