Description

Before a full release, the URI for the DTD PUBLIC Identifier and the TLD config should be updated to reflect Tiles status as a top-level project. This amounts to changing http://struts.apache.org to http://tiles.apache.org wherever it isn't actually being used to link to the Struts website.
