Tika does not load configuration file from the command line

    Description

      When executing the following command  java -jar tika-server-standard-2.1.0.jar -c tika-config.xml -h 0.0.0.0 with the default tika configuration from tika-server\tika-server-core\src\main\resources I got the following error:
