Description

Currently we are using gradle 6.9, we can upgrade to latest gradle version which is 7.4.2 with the following items done:

• migrate from maven plugin to maven-publish plugin
• update dockerfile hashes
• remove dependencies on JDK 8 and use JDK 11 to build Java lib
