[TEZ-554] VertexImpl should handle V_SOURCE_TASK_ATTEMPT_COMPLETED event at INITED and INITIALIZING state

Description

This is currently only handled at RUNNING state. The even can come in if 1 of the source vertices happens to be a root vertex and starts, while another source vertex is not a root vertex - and is waiting to start depending on the scheduling policy being used.
