Remove webUI and historyUrl related parts from TaskSchedulerManager

    Description

      TaskSchedulerManager has nothing serious to do with web ui history url, but if it still needs that we need to encapsulate such details and give it to the TaskSchedulerManager. Test cases in TestTaskSchedulerManager should also be refactored accordingly.
