harishjp and I started seeing: 

18:56:57 2018/06/24 01:56:57 INFO    : [ERROR] bower moment#2.12.0            EINVRES Request to https://bower.herokuapp.com/packages/moment failed with 502

harishjp did some digging and found that changing to version 1.8.4 seems to be a workaround, but it is dubious:
