      Description

      VertexManagerEvent is a public user-visible event. There is no documentation on who can generate it. It mentions Task but can any Input/Output generate this information?

      There is no information on the payload structure. Inputs/Outputs that written and available in the runtime library may be completely unrelated to the configured vertex manager of a given vertex.

      Also, it uses TezUserPayload which is meant to be internal implementation only as compared to byte[].
