Description

1. Took source code from "https://github.com/apache/commons-text/tree/commons-text-1.1"
2. Trying to build using "mvn clean install"
3. Got the below error:
   "[ERROR] Plugin org.jacoco:jacoco-maven-plugin:0.7.8 or one of its dependencies c
   ould not be resolved: Failure to find org.jacoco:jacoco-maven-plugin:jar:0.7.8"
