As pointed out in https://lists.apache.org/thread.html/743a5e32e7074a41b3227c9842ed734a9db42cfde86b15da2a63d8c0@%3Cgeneral.incubator.apache.org%3E

the W3C Software License notice for taverna-wsdl-generic/src/main/resources/META-INF/soap-encoding.xsd can be moved from NOTICE to LICENSE.

I think it should still remain in taverna-wsdl-generic/src/main/resources/META-INF/NOTICE so it is included in the final JAR.
