Description

w3.org has put sirup slowness in front of schema definitions like
http://www.w3.org/TR/2002/REC-xmldsig-core-20020212/xmldsig-core-schema.xsd

This means that <xsd:import ... schemaLocation="http://www.w3.org/"..> is not working well - download times out on build.
