Description

Instead of the current 'UCF package', should use the ROBundle.

This would provide API and serialization of annotations, in addition to provide consistency with the Data Bundle

The Workflow Bundle should remain with the existing mimetype. Reconsider the need for workflowBundle.rdf as the rootfile vs. embedding in manifest.

Patches might be needed in the ROBundle code to support a custom mimetype.
