No "expires" header should be set in asset download requests, as that can confuse the browser, preventing changes versions of assets from being downloaded

      Description

      Noticed this while working; changeing tapestry.js and it just would not download, even with a full page refresh. I had to clear my browser cache before a fresh copy was downloaded.
