components that use dojo need a Shell component and should document this fact

    Description

      Components that use dojo JavaScript need a Shell component so that AjaxShellDelegate can do its stuff (I think). These components should document this requirement, much as the Script component documents its dependence on the Body component.

      The only component that I've run across without this documentation is the Form component, but there are probably others.
