[TAP5-2178] Can get a servlet error 500 if a page can not be assembled due to new link back to page

Description

The new ExceptionReport page attempts to build al ink back to the page with the error .. but that can fail because the page can't be assmbled, resulting in a servlet-container 500 page, which is not as helpful as the actual exception report.

A flag is needed to indicate that the target page successfully loaded the RequestGlobals.activePage.
