[TAP5-2169] Core stack is not included by default

Description

For simple applications, "core" stack is not included, which breaks the UI,
because bootstrap.css and other assets are not loaded.

I think "core" stack should be forced to be included (possibly optionally turned off by config)
but it should be included by default
