Add a configuration to specify a location of worker logs

      Description

In the current Tajo, the location of worker logs is fixed as $TAJO_HOME/logs.

But, in some clusters, workers share the directory of $TAJO_HOME via a clustered file system such as NFS.
In this case, the performance can be decreased since the logging incurs network communications.

Please take a look at tajo-env.sh. You can find $TAJO_LOG_DIR that allows a user to specify a log directory.
