Description

When recompiling the program in the setup phase of the parameter server in the federated case the compiler creates invalid rmvar instructions.

To replicate use the Test:

src/test/java/org/apache/sysds/test/functions/federated/paramserv/FederatedParamservTest.java

and remove lines 95 and 101 to stop the test case from enforcing single node execution mode. The test case will fail on the before mentioned rmvar instructions.
