Description

Currently the write format parameter requires a scalar constant, and thus, depends on constant propagation during parsing. This is inconsistent and unnecessary because we even allow for dynamic write file names.

Same as : https://issues.apache.org/jira/browse/SYSTEMDS-526 (MB: not it's not, 526 was about the filename which we fixed for write operations but the issue stayed open for read which is more complex. This task here is about the format parameter, which is much simpler to fix for write)
