JDK and dependency upgrades for 4.0 Notturno

    Description

      As discussed in mailing list, we are moving the current master branch to require JDK 17 and to upgrade the main dependencies accordingly:

      • Spring Boot 3.0
      • CXF 4.0
      • CAS 7.0
      • Wicket 10.0

      Globally, these dependencies will also mark the final move from javax. to jakarta. namespace.
