[SYNCOPE-1377] Wrong X-Syncope-Domain header does not throw an error

Description

Steps:-

1. Intentionally give wrong/invalid value in the "X-Syncope-Domain" header
2. Fire a REST request to create a new user.
3. The user will be created in the "Master" domain.

The default behavior is not correct.It should throw out an error.
