[SYNCOPE-1261] When starting with empty database and no ConnInstances in Content.xml no bundles are reported as available

Description

If starting with an empty database, and no ConnInstance elements defined in the relevant Content.xml (say MasterContent.xml) then no Connector Bundles are reported as available, even if the ConnId locations are correctly populated.

Reported in mailing list for GUI installer, but applies to every distribution.
