Description

How to replicate with test data:

1. Create group G with dynamic USER membership condition "cool==true" (matching bellini) and resource-ldap assigned
2. Provision G members

Result: G and bellini are both provisioned to resource-ldap, but user membership is not propagated, despite LDAPMembershipPropagationActions being selected; this because G's external resources were not available during propagation task execution.
