[SYNAPSE-788] Incompatibility between org.wso2.throttle and the Neethi version used by Axis2

Description

In the current trunk, the Neethi version is pinned to 2.0.4, but the Axis2 version (1.7.0-SNAPSHOT) used by Synapse requires Neethi 3.0.x. That needs to be changed because otherwise the WS-Security and WS-RM scenarios will not work (although there is no test failure, presumably because WS-Security and WS-RM are not covered by the unit tests). However, the org.wso2.throttle library used by the extensions module only works with Neethi 2.0.x and upgrading Synapse to Neethi 3.0.x causes a test failure here.

This can only be solved by making the necessary changes to org.wso2.throttle so that it supports Neethi 3.0.x. In the meantime, I will temporarily disable the failing test case.
