[SVN-995] Large imports/checkouts over DAV can bloat client memory

Description

When importing large amounts of files (400+) or checking out similiar
amounts of files over DAV, the subversion cmdline client will
frequently timeout and halt the operation.  Reproduction of this bug
is fairly easy, but its CPU dependent.  The slower CPU you have the
less amount of files it will take to trigger this bug.  On my crusoe
875MHZ laptop, about 10 files will trigger this timeout.
