[SVN-859] mod_dav_svn.so is not installed in modules dir

Description

The INSTALL documentation says:

      After the make install, the Subversion shared libraries are in
      /usr/local/lib/.  mod_dav_svn.so should be installed in
      /usr/local/apache2/modules/.

The make install doesn't actually do this.  Should it?  Or is this supposed 
to be a manual step?  I think it should do it for you but that's just my 
opinion.
