Description

There are a number of pieces to this issue, but the main issue is that we need a
way to have directories that have the administrative data (ie, the .svn
directory) stored elsewhere in our working copy. Ideally, these directories will
be treated as 'opaque'. That is, files inside of them will be automatically
added/removed by svn as they appear/disappear.
