get_wc_prop callback is restricted to commit items

Details

    Description

      The RA layer might want to fetch properties on directories which are not part of
the list of commit items. Currently, the WC always returns that a property
doesn't exist. This prevents the cached activity-collection from being used, so
ra_dav always does an extra round trip to fetch the value.
