Description

Currently, 'svn_fs_id_t *' is publicly defined as an 'svn_revnum_t *'. This
needs to change to an opaque structure so that we have a way to change it,
internal to the FS.

Much of this work was done in revision 1480.

The completion of the move, and establishing any necessary APIs to support the
internalization needs to be done.
