Major Description
Switching the format of the version URLs from containing a node id over to a created-rev/path will allow us to keep the (WC-cached) version URLs from containing node IDs which may be subject to renumbering upon an FS dump/restore. The created-rev is stable across multiple revisions when the file doesn't change. Thus, it holds the same properties as the node id, which was the impetus for the original choice of node ids. (altho node ids have faster access)
