[SVN-618] files in .svn/props need the ".svn-foo" extension too

Description

For the same reason we put the ".svn-base" extension on
text-base files, we need something similar on the files
.svn/props/.  Not ".svn-base", of course, since they're
not base files, but maybe ".svn-working" or something.
