Description

commit tests #8, 9, 10, 11 all fail.  These are all variations of the "greg
hudson" scenarios, whereby we make sure that:

* the 'deleted' flag works properly in commits and updates
* the 'deleted' flag works properly with the 'add' flag in a commit
* that property-commits on out-of-date directories are -disallowed-

These all used to work in M3.  Need to fix the regressions.
