Description

ra_serf can fail to commit the deletion of a directory containing locked files:

svn: E175002: Unexpected HTTP status 400 'Bad Request' on
'/svn/vgi/!svn/txr/1-1/Content'

The server log shows:
request failed: error reading the headers

It seems the number of files plays a role here, or perhaps the combined length
of all locked paths. In any case, ra_serf is generating a bad request.
