Description

Currently, the only way to inspect the contents of a dumpfile is to load it into
a repository (locally via file://, or remotely via svnrdump) and inspect it. 
That is an O(size of dumpfile) setup cost regardless of how much data is to be
accessed.

Instead, we should allow for random access into dumpfiles.  That will, for
example, improve their suitability as a (verifiable) backup medium.
