Description

See r1592724's thread (link attached).  There are four concerns:

1. Consistency between 'svn propget', 'svnlook propget', 'svn propget
--revprop', 'svnlook propget --revprop'.

2. Ensuring that the --recursive variants don't spew errors (on every file that
doesn't have the property, like 'svn changelist -R' used to warn about every
versioned directory).

3. Impact on XML output mode.

4. Possibly breaking users who depend on the released behaviour of no error.
