Description

I have a simple XML file, which is added by 'svn add' as binary:
$ svn add xxx.ui1
A  (bin)  xxx.ui1

file(1) detects it as XML:
$ file xxx.ui1 
xxx.ui1: XML document text

There is nothing in it that suggests binary.
