% ls wc/.svn
entries  format  pristine  tmp  wc.db
% svn upgrade wc
% ls wc/.svn
pristine  tmp  wc.db
% 

Expected behaviour: wc/.svn/format and wc/.svn/entries should have remained,
with contents "12\n" (3 bytes), for 1.6-and-earlier clients.
